South Carolina Governor Nikki Haley is rebuffing some of her state's lawmakers on Savannah harbor deepening. Haley said, she won't meet with lawmakers about a permit her appointees approved for the port expansion.

Deepening the harbor impacts the Savannah River, which divides Georgia and South Carolina. Two South Carolina agencies are going to court over the issue. County administrator Andrew Fulgham of the Palmetto State's Jasper County says, the project is dividing South Carolina officials into those who see it as a threat and those who see it as benefiting both states.

"They seem to be incapable of speaking with one voice. It seems to me fairly nonsensical that we have two state agencies now that are going to be spending taxpayer dollars on litigating the permit, which, from my understanding from the Corps, isn't required," Fulgham said.

Georgia officials strongly consider harbor deepening a top priority. The project is still awaiting Congressional funds. When completed, it'll allow big ships to call on Savannah more easily.
