Jenkins County already has the highest unemployment rate in the state.

Now, Alabama-based Cavalier Homes plans to shut down its Millen plant late next month.

The mobile homes company is consolidating its facilities, a move that would leave 104 people in Jenkins County jobless.

Officials with the City of Millen say they offered Cavalier Homes tax incentives to convince them to keep the plant open.

Ultimately, that wasn't enough, said Jenkins County Mayor King Rocker.

"We made a pretty substantial offer to help them stay here and they refused to take advantage of it. They were bound to close this plant. They're eliminating competition," Rocker said.

The plant is the last of five factories to close in a town that once had a booming industrial economy.
