Former President Jimmy Carter says he is delighted with President Obama's move to improve relations with Cuba.

He says he hopes the U.S. Congress will take steps to remove the economic sanctions against the Cuban people. Carter believes those sanction have proven to be ineffective in furthering democracy and freedom.

Carter says full diplomatic relations will contribute to easier and more productive communications.
