State School Superintendent Richard Woods says it's not clear whether a merit-based teacher pay system would be financially sustainable.

He also says he wouldn't support such a system without listening to Georgia's teachers.

"We have to have feedback from our educators and workforce. They're the ones that have to live with it," Woods says.

A number of Georgia teachers groups have already come out in opposition to the idea.

Still, Governor Nathan Deal has said he plans to ask lawmakers to work towards creating a merit-based teacher pay system this legislative session.
