South Carolina officials are taking aim again at the proposal to deepen the Savannah harbor. This time, their criticism deals with how harbor deepening will affect plans to build a new port on the South Carolina side of the Savannah River. South Carolina lawmakers say, the site of the proposed port will be used as a place to dump river-bottom material.

A massive federal report on the half-billion-dollar harbor deepening project in Savannah doesn't examine the project's long-term impact on employment. Critics doubt the project will bring more jobs. Proponents say the link between the port and jobs is obvious.

Georgia officials are worried about a potential monkey wrench in the Savannah harbor deepening project. South Carolina environmental officials say, they won't certify that the project meets their state's water quality standards until after a year-long review. Scientists have been studying the issue for 11 years and Georgia officials want the harbor deepened as soon as possible.

Savannah harbor deepening is first and foremost among legislative concerns for Georgia's coastal delegation. But there's another port-related project coming up behind harbor deepening that supporters hope lawmakers take up. It's a new Savannah River seaport that is to be jointly run with South Carolina in that state's Jasper County.

A US Army Corps of Engineers official says, the agency is likely to extend the public comment period on the Savannah harbor deepening project. Some environmental groups and others have said the public comment window was too short given the immense size of the report and its technical difficulty. The official said an extension should be announced this week.

A consultant working on a joint port project being developed by the states of Georgia and South Carolina says, it could be just two years before the port seeks its permits. The consultant also says, the Jasper Ocean Terminal, on the South Carolina side of the Savannah River, could be up an running by 2025.

With most of Georgia's Republican US House delegation signed on to a "no earmark" pledge, the fate of Georgia's biggest economic development project falls to Senators and some Democrats. GOP leaders in the new Congress say they won't pass a budget with unpopular so-called "pork barrel" spending. But that might include harbor deepening at the Port of Savannah.

Georgia is one of four states participating in a coastal alliance aimed at getting the South Atlantic region in synch on environmental issues. The South Atlantic Alliance recently released a draft plan to coordinate state policies on port expansion, disaster response and other issues.

But the chief of Georgia's Ports Authority says, he's still frustrated by delays in the process to approve deepening the Savannah harbor. Curtis Foltz doesn't believe business will suffer as long as work is well underway by the time larger ships start sailing through the Panama Canal in 2014.
