Georgia Power has been unable to agree with the Public Service Commission's staff on a proposal to cut the utility's earnings if the cost of building a new nuclear plant in eastern Georgia runs over budget. Now, the electric company wants the elected PSC members who will meet Thursday to scrap the plan.
