More Georgia children are getting state protection under new policies, but child welfare advocates say the agency responsible for helping them is being strained by budget cuts.

A dozen Florida and Georgia border counties have signed an agreement making it easier for children removed from parents or guardians to be placed with relatives in the other state. An existing compact adopted by all 50 states requires a lengthy process to relocate foster children to another state. The agreement among the 12 border counties is expected to allow for such placements in as little as a week.

A report by federal monitors says foster children in Fulton and DeKalb counties are being abused and neglected at the highest rate in four years. The report found that 25 of just over 21-hundred children were abused or neglected.
