Georgia road-builders could start using a paving material made of coal ash from electric plants if a Southeast Georgia test project goes the way one utility wants. The Jacksonville energy company JEA is paving a private dirt road along the St. Mary's River in Georgia's Charlton County. Environmentalists say they can't think of a worse place to test a material that comes from coal and oil byproduct.

The largest greenhouse gas polluter is the Scherer power plant in Juliette, Ga., which is owned by Southern Company. That coal-fired power plant reported releasing nearly 23 million metric tons of carbon dioxide, the chief greenhouse gas, in 2010.

The state's Environmental Protection Division has re-issued the air permit for a proposed coal-fired power plant in Georgia after the plant addressed issues identified earlier by a judge. Backers hope to begin construction on Plant Washington in Sandersville, about 60 miles east of Macon, in 2012 or 2013.
