An analysis of more than 15 years of police records has found that officers sanctioned for misconduct in Georgia routinely keep their badges and draw pay for years as their appeals languish. The Atlanta Journal-Constitution and Channel 2 Action News conducted the review and reported their findings Tuesday.

The brother of a death row inmate convicted in the 2001 killing a woman and her 3-year-old daughter wants state and federal judges to allow him to pursue appeals on his brother's behalf. Nicholas Cody Tate is set to be executed Jan. 31 and he has refused to challenge his conviction and death sentence.
