Georgia has 14 Congressional districts. But only one of them is competitive. In the rest, political analysts and big money donors agree, the outcome is all but certain. Republican Rep. Jack Kingston will face Democrat Lesli Rae Messinger in the November 6 general election for southeast Georgia's 1st Congressional District. Both are from Savannah. Messinger, a 56-year-old businesswoman, defeated Nathan Russo, a St. Simons Island retiree, in Tuesday's Democratic primary.
