The state soon will be mailing Georgia's low income kids and children in foster care a book a month from the day they're born until their fifth birthday. The Human Services Department brokered a deal with a literacy group, the Ferst Foundation. It'll cost the state about $1.4 million a year, according to preliminary estimates.
