Georgia's housing market is still struggling -- 30 percent of mortgages are underwater, home values are still sliding, and home sales are down -- but there are some bright spots. Sales might not be down as much as it appears because sales at this time last year were goosed by the federal homebuyer tax credit. And foreclosure filings are down 39 percent.
