    A new study by the Annie E. Casey Foundation says jail is no place for kids. Study encourages states to reduce populations. Georgia juvenile populations are declining but not enough is being down with community programs.

    Georgia ranks in the bottom fifth of states nationwide for overall well being of its kids. The ranking of 42nd takes into account 10 key measures, including low infant birth rates and persistent poverty. The data comes from the annual Kids Count report, put-out by the Annie E. Casey Foundation.

    A new study shows, students are four-times more likely to drop out of high school if they didn't learn to read on level by the third grade. The Annie-E Casey Foundation published the report. It found one-in-six children won't finish high school if they haven't mastered reading by the third grade.
