Georgia Department of Corrections officials say two prison guards have resigned after a photo of a beaten inmate was distributed online from a facility they were supposed to be supervising.

The guards who stepped down haven't been identified and Department of Corrections spokeswoman Gwendolyn Hogan says the incident is still under investigation.

A photo that was distributed online showed 18-year-old Cortez Berry with a swollen eye kneeling down in front of two other shirtless inmates who fixed a makeshift leash around his neck at the Burruss Correctional Training Center in Forsyth.

The identities of the other inmates in the photo haven't been released and it's unclear how the camera got into the facility or when the photo was taken.

Corrections officials have said Berry has been moved to another facility.
